Health Insurance Counseling and Advocacy Program (HICAP)
Trained volunteer counselors assist with Medicare and medical billing problems, and evaluate Medicare supplementary and long term care insurance policies. 

Assistance may be provided at counseling sites or in the home, if necessary.  HICAP provides community education to the public, senior/community organizations, and employers groups.
 

HICAP provides assistance with Medicare and other health insurance. We offer objective information to help seniors and other people on Medicare make good decisions about their health coverage.

Veteran's Services Guide

We can help you:

* Understand Medicare
* Compare private Medicare Supplemental plans
* Review HMOs (health maintenance organizations) or Managed Care options

HICAP counseling services are provided by counselors registered by the California Department of Aging who are acting in good faith to provide information about health insurance policies and benefits to you, the client. This information shall not be construed to be legal advice, and the volunteer HICAP counselor is generally not liable for actions and omissions in providing counseling to recipients of this serve (Welfare and Institutions Code, Section 9541 (f) (4) Chapter. HICAP is administered by the California Department of Aging.

Free and Unbiased

  • HICAP services are free of charge. There are no fees. 
  • HICAP counselors are trained volunteers, registered by the California Department of Aging. They provide independent unbiased information. 
  • HICAP volunteer counselors do not sell any type of health care coverage. They do not endorse or recommend any specific plan or policy.
