We protect your rights as a resident in a long term care facility, and instruct you about Medicare, your health insurance options, and your consumer rights.
 

*Health Insurance Counseling and Advocacy Program  (HICAP)
HICAP provides assistance with Medicare and other health insurance. We offer objective information to help seniors and other people on Medicare make good decisions about their health coverage.


*Long Term Care Ombudsman

The Ombudsman Program is a free and confidential service that maintains and improves the quality of care and the quality of life for residents in nursing homes, board and care homes, and participants in Adult Day Health Care Programs. 


State-certified staff and volunteers objectively, independently, and in confidence, investigate and resolve complaints on behalf of people who often have no one else to advocate for them. The Ombudsman Program is part of PASSAGES Adult Resource Center and serves the five counties of Butte, Colusa, Glenn, Plumas, and Tehama.
